Led Engineering and Operations for a leading IP Traffic Management start-up service provider focusing on optimizing IP traffic performance across multiple networks, ensuring an intelligent middle mile for mission critical applications. Accomplishments:
- Built from ground up a national OC-48 network to deliver premium network services in 16 major markets. Subsequently turned-down and negotiated contract “outs” for same network when company migrated to a software application strategy.

Led staff of 300+ providing Network Engineering, Network Operations, Provisioning,Client Network Services, Field Operations and Customer Care functions for a regional ASP/ISP utilizing facilities-based xDSL and T1 for last-mile broad and data connectivity to our customers. Accomplishments:
- Increased number of Central Offices (CO) online from 53 to 350, while increasing build capacity for from 20 to 175 COs per month with no staffing increase. On-target to deliver over 800 COs in ’00 prior to funding issues. Decreased CO build cost by 15% by implementing design and process efficiencies.
- Built regional ATM network serving 9 states, 35 city markets and over 10,000 customers provisioned.
- Promoted from VP – Engineering to Sr. VP –Operations after 4 months to also direct Provisioning, Client Network Services,Network Operations, Customer Care and Field Operations functions. In 6 weeks, completely eliminated the backlog of LSR orders to ILECs by increasing capacity of clean LSRs generated from 50/day to 250+/day, while reducing staff. Increased number of customers activated from 30/day to90+/day. Second employee in a start-up facilities-based CLEC with full-scope responsibility for designing, implementing and overseeing all service delivery functions including Provisioning, Customer Care, Switching/Routing, Network Engineering/Planning and Network Operations. Product services include local, long distance, Internet (dial-up, dedicated), LMDS, xDSL, VPN and private line for small-medium sized businesses in LA and TX. Accomplishments:
- Delivered full local/LD voice services utilizing the Lucent 5ESS switch, providing voice and special access service in 3 markets (12,000+ access lines installed)

Managed the Administrative Services Division including Facilities, Telecommunications,Purchasing, Claim Information Processing, Mail & Document Imaging Center,and Customer Service departments to process claims for the largest workers’ compensation insurance provider in NC. Directed two managers to lead daily operations and exceed goals in all areas for their respective departments, with a total operating budget in excess of $1.8MM. Accomplishments:
- Project Leader responsible for the design and construction of new 53-acre Corporate Center. Included design and construction of initial 66,000 sf facility to accommodate three companies. Project value over $7.5 million.
- Re-engineered and assumed leadership for an inefficient department processing initial accident reports (Form 19) and all medical bills. Reduced daily backlog of bills-in-process from over 6000 to less than 400 and processing time from three weeks to three days with a staff where 50% had less than six months experience. End process improvement resulted in reducing staffing by two. Implemented a 24x7 call-in process for accident reporting.
- Re-engineered telecom and vendor relations processes; negotiated contracts to save over $210,000 annually.
- Improved technical competence of subordinates by implementing comprehensive training programs, a Best Practices development process and workflows for three departments.
